Gem Tower is collectable redeem feature released on September 11th, 2012. For filling it up you will use 
Gems that can be obtained from asking friends via wall post or from harvesting Floating Castle. There is 6 different rewards that can be redeemed with collected Gems.

It's not anymore in market. Best chance to fix it is to contact zynga support.
